Hi there and welcome.
I'm very fond of the book - I think it is a good solid education with good solid practical advice, and not a scam. But dry eye disease is not always to be brought under control quickly. It takes A LOT OF PATIENCE and some diligent experimentation being careful not to try too many things at once and with attention to the details.
Your doctor is absolutely right about the visine. If you have ocular allergies, you may need to get an appropriate allergy drop from your doctor, which will probably not be an over-the-counter one. But if from what you've said the main problem is blepharitis, be prepared for the old "patience and persistence" route and do not be too quick to write off a method that does not seem to work. If one lidscrub method does not help after sufficient trial, try another. If one heat pad does not help, try another. Similarly, if you've been genuinely compliant for a good period of time and you're not getting sufficient help from your doctor, it may be time to ask for a referral to a specialist.
If you're drinking at night make sure you drink lots more WATER too - this will help offset the effects - and stay away from smokey environments if possible. Maybe try cool compresses during the day. Maybe try moisture retaining glasses during the day to help your eyes heal up enough that they look better at night. I understand redness is very socially inhibiting. But focusing on the long term treatment is the key.
